Study the problem and present its solution in a form
that only an approval and signature of the completed
action is required.
・ Study, write, study, and rewrite until
it is right.
・ Work out the details completely.
・ Consult other staff officers and
experts.
・ Give the decision-maker your advice.
・ Don't ask the decision-maker to do
your work.
・ Keep it short. Good solutions don't
have to be long.
If you were the decision-maker, would you sign
the paper you have prepared? Woul you stake
your professional reputation on its correctness
and completeness? If not, take it back and
work it over again; it's not completed staff work.
